Door-to-door Solicitation Now Legal in City of Collinsville After Legal Challenge

The Collinsville City Council recently adopted an Ordinance regulating door-to-door solicitation within the City of Collinsville that went into effect January 1st, 2026. Previously, the City prohibited door-to-door solicitation. That prohibition was legally challenged making it necessary for the City to adopt a licensing program with established guidelines and regulations.

Solicitation is defined as those seeking to obtain orders for the purchase of merchandise, food items or services, subscriptions and publications, gifts or monetary contributions. This does not include those seeking political office, campaigning or circulating petitions.

Collinsville’s Door-to-Door Solicitation Program consists of an in-depth application process for each solicitor wanting to do business within the corporate limits. They are required to complete an application along with a valid State issued ID, non-refundable application fee of $250, and submit to a thorough background check.
