Kirkwood is joining a number of other Missouri municipalities in seeking to ban so-called “gray” or “no-chance” video gaming machines that have become an increasingly common sight in area gas stations, bars and convenience stores.
Earlier this month, city officials took the first step to regulate any “entertainment devices” that offer players cash payouts. This move would close the legal loophole that currently allows such devices to operate without taxation and regulation by the state.
“The city council finds that unregulated entertainment devices offering monetary prizes to players are proliferating within the city, and finds that such devices can result in detrimental impacts to the players of such devices,” a local legislative request reads in part…
