St. Louis aldermen approve short-term rental fee as legal battle over existing rules persists

ST. LOUIS — The St. Louis Board of Aldermen unanimously approved legislation Friday authorizing the city to begin collecting a 3% fee on short-term rental stays, sending the measure to Mayor Cara Spencer for her signature.

Board Bill 126 requires all short-term rental operators to obtain a city business license and pay a fee equal to 3% of the base nightly rent charged for stays of 30 days or less. The measure implements Proposition S, which city voters approved in November 2024, authorizing the fee.

Under the ordinance, the License Collector will administer and enforce the new requirement and may enter voluntary agreements with rental platforms such as Airbnb and VRBO to collect the fee directly. Absent such agreements, individual operators are responsible for remitting the fee quarterly…
