A woman who previously dated St. Louis Treasurer Adam Layne has for more than a year been using a city-issued hangtag that exempts vehicles from paying for parking meters and city-owned lots.
The vehicle is driven by a woman who court records indicate shared an address with Layne last year and is regularly seen parked outside her Cherokee Street business in a metered space with the hangtag hanging from the rearview mirror.
On two occasions, the same vehicle received parking tickets when the hangtag was not displayed. Those tickets were later voided, records show. The citations were issued in October 2025 and February 2026, both for parking at an expired meter…
