MONROE COUNTY, Illinois — One of the drivers involved in a fatal October 2025 two-vehicle crash has been charged, according to the Monroe County Sheriff’s Department.
Kaleb M. Hugger, 21, has been charged in the Columbia, Illinois, head-on crash that resulted in the death of 61-year-old Kathleen Francescon, the driver in the other vehicle.
