The two St. Paul police officers who shot a car theft suspect who pointed a gun at them on an Interstate 94 ramp won’t face charges.
The Ramsey County Attorney’s Office recently announced that St. Paul Police Department Officers Matthew Foy and Byron Treangen III were legally justified in shooting Elliot Samuels Vaughn in the Dec. 21, 2025 incident.
