The City of St. Paul has released a redacted version of the full investigation into Mayor Kaohly Her, providing new details about conduct investigators found inappropriate while also explaining why they did not substantiate Police Chief Axel Henry’s allegations of sexual harassment or retaliation.
The 73-page report by Resolute Law, released Oct. 1, substantiated allegations that Her acted inappropriately toward city employees, created and circulated inappropriate images and engaged in offensive conduct with two female employees. Investigators nevertheless concluded that Her’s conduct toward Henry did not amount to sexual harassment and found insufficient evidence that either Her or Henry retaliated against the other.
Among the new details, investigators found Her sent two police officers a sexually suggestive “Weiner Wednesday” meme and created altered photographs depicting officers as shirtless UFC fighters and bodybuilders. Investigators wrote that the images crossed a boundary and violated the city’s workplace conduct policy. They also rejected as not credible Her’s assertion that officers initially did not know she was responsible for placing altered photographs and her headshot around police offices…
