ST. PAUL, Minn. (Valley News Live) – A federal jury in St. Paul has convicted a Lake Elmo woman of carrying out a $3.6 million scheme to defraud a Minnesota Medicaid program that paid for housing support services.
Prosecutors say Sharmaine Meadows, 45, of Lake Elmo, ran a company that billed the now-defunct Minnesota Medicaid Housing Stabilization Services Program for housing transition and sustaining services that were never provided between 2020 and 2025, according to court documents and evidence presented at trial. The program was intended to help unhoused Minnesotans secure and maintain housing.
The program allowed providers to bill up to 150 hours for transitional services and 150 hours for sustaining services per eligible Medicaid recipient. Prosecutors said Meadows pushed employees to “maximize” billings to that 150-hour cap even when services were not actually delivered…
