Ricky Cobb II’s family, police leaders react to state trooper murder charge

Family of Ricky Cobb II, law enforcement leaders and attorneys in Minnesota are reacting to the announcement of charges being filed against the state trooper who fatally shot the 33-year-old.

Cobb was shot by trooper Ryan Londregan during a traffic stop on July 31, 2023 on Interstate 94 near Lowry Avenue in Minneapolis .

Londregan, who has worked in law enforcement for less than two years, has been charged with 2nd-degree murder without intent, 1st-degree assault and 2nd-degree manslaughter, Hennepin County Attorney Mary Moriarty announced Wednesday morning .

Moriarty said the Minnesota Bureau of Criminal Apprehension (BCA) sent the investigation’s findings to the Hennepin County Attorney’s Office in September and her office had been reviewing it ever since. She noted during a press conference that a use-of-force expert wasn’t consulted during the process, saying the use of deadly force was not necessary.

“We were able to determine the charges were appropriate in [this case] without the need for an expert,” Moriarty said.
