ST PAUL, Minn. – A bystander is dead after a police chase led to a fatal crash in St. Paul Sunday night. A Minnesota State Patrol trooper stopped a vehicle for speeding near Interstate 94 and Marion Street in St. Paul. The driver came to a brief stop before fleeing, according to the State Patrol.
