ST PAUL, Minn. – The Ramsey County Attorney’s Office has determined a St. Paul police officer was justified in his use of deadly force when he shot a man in the arm. The incident happened after midnight on Jan. 6, 2024, at an apartment building on Thomas Avenue West. Officials say a man called 911 to report he could hear a woman in another unit screaming that she was being sexually assaulted by a man with a gun.
