After decades of service in St. Paul ended in riots, then-State Patrol Cpt. Jeff Schroepfer was left with questions about the mission of law enforcement and a desire to reconnect with his small-town roots.
“It was a good agency, and I enjoyed my time there,” he said. “But it’s also a statewide agency, so you don’t have a community that you work for, per se. And I missed that, because I grew up in a very tight community.”
