St. Paul mayor proposes $887 million budget, 5.3% property tax levy increase

St. Paul Mayor Melvin Carter is proposing a $887 million budget for 2026, which includes a 5.3% property tax levy increase.

During the address, Carter discussed the troubles the city had faced at the beginning of the year, including a $23 million deficit and federal funding cuts, which had put them in a “rock and a hard place.”

“We’re between sort of a rock and a hard place,” Carter said. “On one hand we have upward pressures on all of our costs, all of our expenses…on the other hand, we have downward pressures on all our revenues.”…
