The federal agent was allegedly found slumped over the wheel of his vehicle and covered in vomit early Tuesday morning.
According to the criminal complaint, a trooper with the Minnesota State Patrol was patrolling near Saint Anthony Avenue & Simpson Street in Saint Paul at around 3:25 a.m. on Jan. 27 when the trooper observed a vehicle pulled over on the right side of the road. The vehicle was stopped directly in front of a “No Parking” sign.
Upon approaching the vehicle, the trooper observed the driver, later identified as Mancillas, slumped over in the driver’s seat. The complaint states the trooper noted a strong odor of alcohol coming from Mancillas and observed that his eyes were bloodshot and watery.
