Civilian in Ramsey County squad during deadly crash leads to questions about ride-along policies

5 EYEWITNESS NEWS has learned the young man inside the Ramsey County squad SUV during a deadly crash was part of the agency’s Explorers program.

There is also new information about the victim, the St. Paul Hmong community sharing that Tha Wah was killed in the crash while his wife was seriously hurt. A 4-year-old was also in Wah’s SUV and survived.
