When Wylar was picked up as a stray in Tampa, Florida, earlier this month, the small white dog’s fur was so matted that he was in terrible pain. Even though he was uncomfortable, Wylar still “craved attention and affection” from humans. According to a Humane Society of Tampa Bay (HSTB) Facebook post, he immediately crawled into the laps of their staff.
