TAMPA, Fla. – Neighbors in Ybor City say loud, unruly parties in pay-to-park lots have been a blight on the neighborhood for years. Now, Tampa City Council is scheduled to weigh in on whether to require pay-for-parking lot owners to have uniformed private security officers on Thursday, Friday and Saturday nights.
