Russian National Pleads Guilty To Florida Voter Fraud, Multi-Million Dollar Financial Scheme

He Used Synthetic Identities to Defraud Banks After Failed Attempt to Falsify Voter Rolls

A Russian national living in Miami Beach has pleaded guilty to an elaborate scheme that included creating fake voters to commit millions of dollars in financial fraud. Dmitry Shushlebin, 45, faces up to 32 years in federal prison for charges including wire fraud, aggravated identity theft, and conspiracy to submit fraudulent voter registrations.

According to court documents, Shushlebin hired a co-conspirator, Sanjar Jamilov, 32, to submit over 100 fraudulent voter registration applications to the Pinellas County Supervisor of Elections in February and March of 2023.

The applications were filled out in the names of fake individuals, or synthetic identities, and were filled with errors and identical formatting that tipped off election officials to the fraud. The fraudulent applications were promptly rejected…
