ST. PETERSBURG, Fla. — It’s been a year since back-to-back hurricanes devastated the Tampa Bay area. While many families have made progress, others are still struggling to rebuild, like the Brownings in St. Petersburg’s Shore Acres neighborhood.
For single mom and Navy veteran Carol Ann Browning, life is anything but normal. Her family of three now lives entirely on the second floor of their flood-damaged home.
