Hillsborough deputy charged in second armed kidnapping incident: police

TAMPA, Fla. (WFLA) — A Hillsborough County Sheriff’s Office deputy accused of kidnapping a woman at gunpoint and assaulting her this week has been charged in connection to a similar incident that happened last year.

A St. Petersburg Police Department arrest report stated that on September 28, 2025, Brian Juliano, 45, pointed a gun at the victim and ordered her to the ground before handcuffing her with his department-issued handcuffs.

He was accused of spending “several hours” beating the victim, with police saying he “struck the victim in the face multiple times with a firearm, drug her around the residence by her hair, and urinated on her.” He eventually removed the handcuffs, but would not allow her to seek medical attention for her injuries and would not allow her to go to work for a week, according to the arrest report…
