SALEM, Ore. ( KOIN ) — For years, Oregon has struggled with a public defender shortage, which experts say is the root cause of issues like delayed trials and overcrowded jails.

Multnomah County’s jails are over 90% full, and officials have warned that any further increase in the jail population could force them to release inmates.
