In a recent spotlight by Multnomah County news, the story of Jayson, a young man who found security and stability through the County’s Intellectual and Developmental Disabilities (I/DD) Services Division, reflects a critical success in combatting the housing crisis for vulnerable populations. Jayson, who spent roughly three years homeless in Salem, Oregon, received a lifeline when county case managers offered him permanent supportive housing. Diagnosed with cerebral palsy, Jayson does not view his condition as a hurdle, noting that it’s not something he actively notices. His transition from tentative shelter to a permanent home represents a concerted effort by Multnomah County to address the disproportionate risk of homelessness faced by individuals with intellectual and developmental disabilities.
Per the information shared with Multnomah County news, case manager Thacher Schmid, through the Regional Long-Term Rent Assistance (RLRA) Program, was able to help Jayson overcome housing obstacles and secure a stable living situation. Jayson credits the supportive housing services, Medicaid funding, and his friends’ loyalty for his accomplishments and independence. “If we didn’t meet and if you didn’t push me in the right direction,” Jayson told Schmid during an interview with Multnomah County news, acknowledging the instrumental role the case manager played in his life.
Chablue Shee, another I/DD supportive housing case manager, emphasized the challenges their clients face in self-advocacy, noting the lack of a strong natural support system for many. The RLRA program is designed to address such gaps by providing not only housing but also coordinated attendant care, mental health services, job program referrals, and more. Even small aspects, such as installing grab bars in the shower, contribute significantly to the overall stability and quality of life for clients like Jayson…
