State of Oregon settles lawsuit for $2.3M after corrections officer encouraged inmate’s suicide

PORTLAND, Ore. (KOIN) — The Oregon Department of Corrections will pay $2.3 million to settle a lawsuit filed by the family of a 22-year-old who died by suicide inside a black box solitary cell. The agreement was reached on Jan. 21.

Grayson Painter was arrested multiple times in Washington County between 2020 and 2022. In the most recent cases, both from September 2022, he was charged with assaulting a public safety officer, first-degree criminal mischief and second-degree criminal mischief.

He died inside of the Oregon State Correctional Institution in Salem on June 29, 2023, according to a press release from the Oregon Department of Corrections.

Painter’s mother filed a lawsuit in federal court in 2024. According to the complaint, he suffered mental health conditions as the result of a traumatic brain injury from a 2019 vehicle accident. In both jail and ODOC records, he was documented to have severe mental illness and was repeatedly placed on suicide watch following multiple self-harm attempts…
