OHA: Tattoo artists can’t apply numbing agents to their clients

SALEM, Ore. – The Oregon Health Authority (OHA) released a “practice clarification” on the use of topical anesthesia and nonprescription drugs by tattoo artists.

According ot the OHA, the administration of topical anesthesia to a client is not within the scope of practice of a licensed tattoo artist, and the administration of drugs to other people may constitute the practice of medicine.

If a tattoo artist is found administering numbing agents, the licensee could face sanctions, civil penalties, suspension or revocation of license, or potential criminal charges…
