Block 50 Returns To Salem Agenda As City Advances Environmental Prep On Key Downtown Site

Salem’s Block 50 redevelopment is back before the Urban Renewal Agency on Monday, but not for a construction vote. Instead, the agency is scheduled to review an informational purchasing report that includes a $45,500 contract with Stantec Consulting for environmental support work tied to the downtown site, one of the city’s largest remaining undeveloped properties.

The distinction matters. The Stantec item does not appear on the agenda as a standalone action for board approval. It is listed in a report of purchases that were already approved administratively, meaning Monday’s public discussion is more about disclosure and oversight than authorization. That is a less dramatic development than a new project vote, but it is still a meaningful sign that the site remains active in predevelopment work.

The contract scope shows where the project stands. City records say the work includes project meetings and management, coordination with the Oregon Department of Environmental Quality, monitoring-well installation, groundwater and free-product evaluation, ongoing monitoring and reporting, plus a cultural resources desktop assessment and tribal coordination.
