Early Tuesday morning, a Park City resident witnessed a law enforcement stop in Kimball Junction that she described as immediately aggressive.
Kristin Tabke said she was driving through the Kimball Junction roundabout near Walmart around 6:45 a.m. when a car several vehicles ahead of her was suddenly surrounded by multiple unmarked vehicles.
