SALT LAKE CITY — Charges were filed Wednesday against a man from Mexico who police say had thoughts of killing someone before he slit a woman’s throat.

Jesus Alejandro Ramirez-Padilla, 30, is charged in 3rd District Court with attempted murder, a first-degree felony, and obstruction of justice, a second-degree felony.
