SALT LAKE CITY (KUTV) — The man who was killed by a Utah Highway Patrol trooper had a history of making terroristic threats and other criminal charges, for which he served less than a year in jail in a plea agreement.

Salt Lake County District Attorney Sim Gill said his sentence for the terrorism charge was based on a pre-sentence report, which gives recommendations of how much time someone should serve.
