The voices of hundreds of landowners who turned out to argue against the proposed route of a massive power line from San Antonio through the Hill Country to West Texas helped reshape the route.
Before approving the state’s largest-ever transmission line, regulators altered the route proposed by CPS Energy and American Electric Power, the two utilities building the Howard-Solstice transmission line, to mitigate its impact on landowners.
