Workers from CPS Energy arrived at Frances Gallardo’s aging rental home on San Antonio’s West Side on a mission: Pack fresh pink insulation into her walls and attic, add new doors that would better trap cold and warm air, wrap the hot water tank and seal up open seams between the walls and her bathroom floor.
Gallardo, 38, was a recipient of the city-owned utility’s free weatherization program that aims to make low-income homes more energy efficient to cut down their utility costs.
“It helps and I’m so grateful,” she said, “but it’s just — the bills are still so high for me and my income.”…
