SAN DIEGO — Border Patrol agents arrested four migrants on Otay Mountain near the U.S.-Mexico border Thursday morning, with assistance from a Customs and Border Protection helicopter that performed low-altitude maneuvers during the operation, coming close to power lines.
The CBP helicopter was observed hovering over a canyon near the George Bailey Detention Center around 7:30 a.m., responding to reports of up to five migrants who had crossed the border through the Otay Mountain Wilderness.
