San Diego’s leash law enforcement called into question by Grand Jury report

SAN DIEGO — In most of San Diego, except for off-leash parks and beaches, it is illegal to have your dog off-leash. But a new Grand Jury report says not enough is being done to enforce this.

Leash laws are meant to protect both people and pets, but at Dusty Rhodes Dog Park in Ocean Beach, opinions are split.

“You want to be mindful that your dog’s not hurt and that they’re safe at all times, that’s part of being a dog mother,” dog owner Amy Steiner said…
