SAN DIEGO — Residents and business owners in Logan Heights say they’re seeing a noticeable increase in homeless encampments, and they believe it’s directly tied to recent city cleanups in East Village and along nearby freeways.
While homelessness isn’t new to Logan Heights or neighboring Sherman Heights, many say the issue has intensified in the past several months.
