SAN DIEGO — Property tax bills for many City of San Diego residents now include trash collection fees, but thousands of people living in the City won’t receive their new trash bins for months, prompting questions about why they must pay upfront.
“We are getting this question from residents,” said Jeremy Bauer, with the City’s Environmental Services Department.
