SAN DIEGO (FOX 5/KUSI) — The San Diego County Sheriff’s Office arrested a man suspected of stealing bronze plaques from public libraries, investigators announced on Thursday.
Authorities arrested Randall Ryan Balsley, 45, after an anonymous tip was made to the San Diego County Crime Stoppers.
