Residents upset over unfinished work, abandoned debris in San Diego neighborhood

SAN DIEGO — A utility project is generating frustration and concern among residents in the South San Diego neighborhood of Egger Highlands, where neighbors report property damage, debris, and abandoned equipment left behind for weeks at a time.

Residents say the project, intended to improve electrical reliability by moving power lines underground, has instead disrupted daily life and damaged private property.
