Romanian man arrested in $160K card skimming scheme that targeted shoppers at San Diego retailers

SAN DIEGO COUNTY, Calif. — A Romanian man accused of taking nearly $160,000 from stolen EBT and CalWORKS accounts since January is now in federal custody.

State and federal authorities arrested Romanian citizen, Razvan Balu, for participating in a Romanian-led criminal enterprise that stretched from San Diego County to the Central Valley.

According to a federal criminal complaint, Balu and his cohorts planted card skimmers at point-of-sale terminals at retail stores in San Diego, Fresno, Los Angeles, Kern, Kings, and Tulare Counties…
