BARRIO LOGAN (FOX 5/KUSI) — A controversial billboard near Naval Base San Diego urging troops to refuse illegal orders is sparking mixed reactions within the military community and the public.

The billboard is located along Harbor Drive near the 32nd Street base entrance in Barrio Logan.
