Northern California’s largest outdoor retail center is actually thriving. More than 90% of its space is occupied, anchored by Costco, In-N-Out, Sephora and Nordstrom Rack. It’s planning to open a 100,000-square-foot H Mart with an accompanying food hall and bar next year.
