Local clinical providers are in a battle with a California health-care workers union over a state ballot measure that would alter the way that clinics spend their funds.
Proposition 44, which is headed to the ballot in November, would require community clinics to spend 90% of their annual taxpayer-funded revenue on patient care, to be defined by the state attorney general. It would also authorize the state to impose punitive fines on noncompliant clinics.
