At 9:48 a.m., Caledonia Alley was empty, with two DPW trucks stationed closer to 15th Street scooping up trash. Two orange trash bins maintained by the Gubbio Project, a homeless outreach program, were chained to the fence outside the Episcopal Church of St. John the Evangelist.
Around 10:00 a.m., eight sheriff’s deputies patrolling the area on foot surrounded a man on Wiese and 15th. He was being cited for narcotics use, one deputy said. They handed the man a citation with a date to appear in court, and then five of the sherrifs disbanded towards Mission Street, while three others hung around for a couple minutes then left.
On the southeast side of the plaza, eight people sat on the steps around 10:10 a.m. One had an open container tucked inside a brown bag between his thighs, while another played music from his phone. They were flanked by a parked SFPD squad car (lights and engine off) and the mobile command unit that has been parked on the plaza since March…
