SAN FRANCISCO (KRON) — San Francisco Animal Care & Control officers said they are looking for a person who was caught on camera abusing a raccoon in the Outer Mission neighborhood.
A neighbor said the person appeared to be a man who was wielding a blowtorch. “A sadist was wandering the Mission Terrace neighborhood … looking for animals to light on fire. He cornered a poor, defenseless racoon,” the neighbor wrote.
