PLANS for a high-speed train in California that can zoom passengers from Los Angeles to San Francisco in under three hours are zooming ahead.

Governor Gavin Newsom finalized plans for the project on Wednesday, but the future looks hazy.

The governor signed a bill into law that requires the state’s High-Speed Rail Authority to create a funding plan.
