SAN RAFAEL, CA — Detectives from the Marin County Sheriff’s Office arrested a couple for allegedly selling illicit drugs in Marin County. Philip R. Gardner, 30, of San Rafael, and Emily I. Ramirez, 20, of Walnut Creek, were booked at Marin County Jail on September 18.
