Two Fremont men were arrested in Placer County after deputies said they tried to scam a woman trying to sell her car by making her vehicle appear to be damaged during a test drive, officials said. The Placer County Sheriff’s Office said 19-year-old Lulian Mihai and 36-year-old Decebal Mihai were detained Tuesday after investigators set up a sting with the victim, who had grown suspicious that the men were trying to trick her into selling her car at a steep discount.
