New details have emerged about what led up to the deadly shooting that brought Interstate 80 to a standstill on Thursday and triggered a nearly 10-hour closure and miles of gridlock.
At 7:17 a.m. on the westbound side of I-80 in Hercules, near Highway 4, a detective from the Richmond Police Department spotted a stalled car blocking a lane, police said in a news release.
