DA charges nonprofit leader with stealing millions
San Francisco District Attorney Brooke Jenkins announced felony charges against Gwendolyn Westbrook, 71, on Feb. 23, 2026.
Westbrook ran the United Council for Human Services (UCHS), a nonprofit that served homeless and low-income residents in the Bayview Hunters Point neighborhood.
