Ordinance to bring Amsterdam-style cannabis cafes to San Francisco announced

SAN FRANCISCO (KRON) — A new ordinance that could see Amsterdam-style cannabis cafés popping up in San Francisco was introduced Monday. The ordinance, which was authored by Assemblymember Matt Haney and San Francisco Supervisor Rafael Mandelman, would build on previously passed legislation that allows licensed cannabis lounges to serve food.

Haney authored that legislation — Assembly Bill 1775 — which was passed in 2024 and signed into law last year.

“Lots of people want to enjoy legal cannabis in the company of others while having a coffee, eating a sandwich, or listening to music — but right now in San Francisco, that’s illegal,” said Haney, who is chair of California’s Downtown Recovery Committee. “This is going to help the struggling legal cannabis industry survive by expanding what they can offer consumers, and bring new energy to our nightlife economy.”

Supporters of the ordinance, Haney says, hope it might help stabilize California’s floundering legal cannabis industry while giving San Francisco’s nightlife economy an added boost.

“This is common sense legislation to allow cannabis businesses to sell food and non-alcoholic beverages for onsite consumption,” said Mandelman. “Cannabis cafés can support San Francisco’s post-pandemic recovery, and they can help sustain a legal cannabis industry that struggles to compete with the unregulated illicit market.”…
