Police: 1980 Mysterious Oregon Highway Death Linked to Infamous California Serial Killer

WOODBURN, OR – After more than four decades, Oregon State Police have identified a man found dead along Interstate 5 in Woodburn—just 30 miles south of Portland—as Larry Eugene Parks, a 30-year-old Vietnam War veteran last seen in Florida in 1979, according to investigators in a press release.

Parks’ remains were discovered on July 18, 1980, but his identity remained a mystery until January 2024, when the Orange County Sheriff’s Department in California helped analyze DNA from a preserved blood sample. According to a May 9, 2025 press release from Oregon State Police, evidence suggests a likely connection to convicted California serial killer Randy Kraft, known as the “Scorecard Killer.”
