California’s Department of Cannabis Control (DCC) has unveiled changes to its proposed cultivation regulations, resuming the public process aimed at updating industry standards and reducing red tape.
Public comments on the revised rules are being accepted through August 4, with a virtual hearing scheduled for August 5. The regulatory update—filed under rulemaking package DCC-2025-01-R—focuses on streamlining cultivation operations and establishing baseline sanitation requirements for licensees handling exposed marijuana products. The changes follow feedback from a prior public hearing held in April.
Among the proposed modifications:

Clarified rules for tracking and labeling harvest batches.

An extension of temporary event durations to 30 days.

Permission for cultivators to transfer immature plants and seeds to nurseries or to other facilities they own.

Removal of pest management plan submission requirements during license applications.

Elimination of electricity reporting requirements for license renewals and associated carbon offset purchases.

Creation of enforceable minimum sanitation standards for facilities handling unpackaged marijuana.
The DCC says these changes are designed to remove redundant provisions, ease administrative burdens, and better align with real-world practices across California’s legal marijuana sector.
